I think its transferred during the upbringing, nothing is usually said directly, but the kids still get the idea that its something they should keep very secret, a bad thing they would get in trouble for if it was found out. I think it goes for both boys and girls.

Yes, I also think so or, by more pragmatic view, it might be that the child starts to touch his genitals on a very young age and possibly there are anxious somatophobic parents, banning that activity. So, at an older age, the child still keep in mind that indoctrinated restraint.
